Understanding Arizona’s Motorcycle Laws

Arizona, including Flagstaff, has specific laws and statutes relating to motorcycles. There are strict rules about carrying passengers on motorcycles.

Arizona law states that a person operating a motorcycle “shall ride only on the permanent and regular seat attached to the motorcycle,” and the motorcyclist “shall not carry any other person and any other person shall not ride on a motorcycle vehicle unless the motorcycle is designed to carry more than one person” (see A.R.S. section 28-892).

There are other Arizona laws that explain that a person under 18 years old must wear a helmet on a motorcycle, and the motorcycle shall have a rearview mirror, seat, and footrests (see A.R.S. section 28-964). There is also a “motorcycle safety fund” established by Arizona Revised Statutes, section 28-2010.
